Sync Wiswa-managed files: add YAML frontmatter (`name`,
`description`) to every `.claude/agents/*.md` and significantly
expand `release.md` with a `cz bump` `version_files` collision
pre-scan, version-bound file verification (CITATION, flatpak,
snapcraft), post-push CI-run monitoring, and recovery rules for
failed or prematurely undrafted releases. Track
`.claude/settings.json` instead of `.claude/settings.local.json.dist`
and drop the corresponding `.gitignore` entry.

Refactor `publish.yml` and `release.yml` to use a shared
`process_workflow` Bash helper that distinguishes required from
optional workflows; resolve the release tag from `head_sha` via
`gh api git/matching-refs` instead of `head_branch`. Bump
`github/codeql-action` to `v4.35.4` and add the new
`sync-to-gitlab.yml` workflow paired with a `gitlab_mirror_uri`
entry in `.wiswa.jsonnet`.

Bump pre-commit hooks (`uv-pre-commit` 0.11.14, `ruff-pre-commit`
v0.15.13, `check-jsonschema` 0.37.2) and exclude `vcpkg*.json` from
`end-of-file-fixer`. Bump dev dependencies (`commitizen` >=4.15.1,
`cz-path` >=0.0.7, `mypy` >=2.0.0, `ruff` ==0.15.12, `ty` >=0.0.34)
and runtime dependencies (`bascom` >=0.1.3, `click` >=8.3.3,
`niquests-cache` >=0.2.4, `yt-dlp-utils` >=0.1.1).

Extend `.prettierignore` with `*.3`, `*.7`, and `*.desktop`, add
`npmPreapprovedPackages: []` to `.yarnrc.yml`, refresh dictionary
entries (`preapproved`, `undraft`, `undrafted`, `worktree`; drop
`npmjs`), revert the Keep a Changelog URL to `1.1.0` in
`CHANGELOG.md`, refresh `CITATION.cff` `date-released` to
`2026-05-15`, switch `package.json` `repository.url` to the
`git+https` form and record the Wiswa run metadata, and regenerate
`uv.lock` and `yarn.lock`.
