feat: MCP verify executes tests, standardize agent prompts (REQ-MCP-010)

MCP verify tool now runs test commands, parses multi-format output
(Go JSON, cargo, pytest, TAP), maps results to requirements, and
updates the database -- closing the verify-loop trap where agents
wasted 30-40% of token budget calling the read-only verify tool.

Standardize all 10 agent prompts with shared rtmxPromptCore:
language-agnostic workflow, verify --command guidance with per-language
examples, dependency ordering, and MCP tools section for Claude.
