Encapsulate type hints.

Encapsulate type hint lookup logic within the `Parameter` class by introducing a new `getTypeHintName()` method that returns the fully-qualified name of the declared type hint, if present. This method abstracts away the details of how type hints are represented in the AST and provides a simpler interface for clients to access type hint information.
