ci(release): remove redundant enrich-release job and enforce error handling

- Removed the `enrich-release` job from `ci.yaml`. Since `release-please` only creates the Draft GitHub Release after the release PR is merged, running the enrichment job during the open PR phase caused silent failures and wasted pipeline minutes.
- Updated `writeReleaseBody` and `publishDraft` in `release-manager.mjs` to use `execSync` directly with explicit `try/catch` blocks. This ensures that `gh` CLI command failures are thrown and visible in CI logs rather than being silently swallowed.
