test(playground): cover thread-settings IPC and skill-selector failure path

Address coverage drop on PR #2253:

- Add unit tests for main/src/ipc-handlers/chat/thread-settings.ts (8
  handlers were previously uncovered: get/set selected model, get/set
  enabled MCP tools, get/set enabled skill).
- Add a regression test for the dual-write short-circuit in
  skill-selector.tsx: when the per-thread toggle returns
  { success: false } the global "last used" write must be skipped so
  the seed for new threads doesn't mutate.
