test(e2e): add user to org before adding to group

After the AddGroupUsers handler now routes through SetGroupMemberRole,
the org-membership check fires on the add path. Tests that previously
added a freshly-created user directly to a group must first add the
user to the org via AddOrganizationMembers.

Applies to:
- TestGroupAPI/8 — create group and add new member
- TestGroupAPI/10 — add and remove users from group
- TestGroupAPI/11 — deleting group should remove access
- TestProjectAPI/8 — list users with access to a project
