refactor(bb_event_ring): drop bb_event_port dependency (#223)

- promote bb_event_lock/bb_event_unlock to public bb_event.h
- add bb_event_subscribe_with_prep public API for atomic
  prep-then-subscribe under the bb_event lock
- bb_event_ring no longer includes bb_event_port.h; uses
  the new public primitives instead
- pre-allocate snapshot buffer for ring->capacity entries
  to keep the lock window minimal
