perf(rpc_dart_wasm): JS-driven timer scheduler, remove Swift polling

Replace 60Hz Swift Timer driver with JS-side self-scheduling.
Save native setTimeout/clearTimeout before monkey-patching, use them
to schedule _runDueTimers at the exact next deadline. Always
reschedule on new timer registration to handle shorter deadlines
arriving after longer ones. Zero CPU when no timers are active.
