ci: drop macos-13 runner, cross-compile x86_64 wheels from macos-14

GitHub's free-tier OSS Intel macOS runners are effectively unavailable
(the v1.6.0 release queued for 19h+ before being cancelled, never
picked up). Drop macos-13 from the matrix and use cibuildwheel's
CIBW_ARCHS_MACOS=arm64 x86_64 from the macos-14 ARM runner instead —
clang on Apple Silicon cross-compiles to Intel via -target, so we
keep Intel macOS wheel coverage without depending on Intel runners.

CIBW_TEST_SKIP="*" already skips wheel tests, so the inability to
run x86_64 binaries on the ARM runner doesn't lose anything we
weren't already losing.
