Add OmegaConf.can_select

Add a public helper for checking whether OmegaConf.select-style key paths can produce a value without returning a default or raising for selection failures.

The helper mirrors select() key-path syntax and behavior flag names, treats selected None values as selectable, and returns False for missing paths, missing values, and failed interpolations.

Closes #1129.
