README: drop the Features section (#293)

The intro paragraph already says what vaxrank does. The Features
list duplicated that in marketing-shaped bullets — most items were
flag listings or formats dressed up as differentiators ("Eight
vaccine designs", "Two input paths"). Cut the section; trim the
matching ToC entries that had similar marketing suffixes.
