fix: align CI mypy with project standards (no --strict)

The quality workflow used mypy --strict on the entire repo, which requires
type annotations in test files and enforces rules beyond what the project
documents. Change to mypy rutificador/ --ignore-missing-imports, matching
CONTRIBUTING.md and the local development workflow.
