fix(web-ui): preserve status messages, configure CORS and role in deploy (#897)

Three fixes for the web UI:

1. Status messages consumed by loading placeholder: renderDesiredState,
   renderPrograms, and renderRoutes call renderCard twice. The loading
   render consumed the pending message before the final render could
   show it. Save and restore APP.viewMessage around the loading render.

2. Function App CORS not configured: the web UI calls the Function App
   ingest endpoint from the browser, but no CORS origin was registered.
   Added a CORS configuration step to deploy.sh.

3. Storage Table Data Contributor not assigned: the deploying user had
   to manually grant themselves the role. Added auto-assignment during
   deploy.
