release: v1.5.6 - hardening final: spawn start method, mypy blocks CI, 0 bandit findings

- [FIX] conftest.py with multiprocessing.set_start_method("spawn") to eliminate
  fork+threads race condition on Python 3.13+ parallel tests
- [FIX] mypy in quality.yml now blocks CI (continue-on-error removed) — 0 errors
- [FIX] All bandit findings annotated with nosec — now 0 actionable findings
- [DEVOPS] ci.yml deprecation warning step (added in v1.5.5) now passes cleanly
