fix: TestKeeperTLS — build keeper_tls_ca_bundle on both containers

The strict zz_keeper_tls.xml points <caConfig> at
/etc/clickhouse-server/keeper_tls_ca_bundle.crt, which must contain
keeper.crt + minio.crt — otherwise ClickHouse blocks on retrying S3
PutObject to MinIO at startup and never binds 9000/8123/9440, and
clickhouse-backup --rbac fails with "no such file or directory" when
reading the same CA path. Build the bundle on both clickhouse and
clickhouse-backup containers before writing the strict XML, and clean
both up at teardown.
