Per #3255, allow SeriesAnalysis to run without requiring the netCDF4 python package. The package is only used to compute min/max values of a field when plotting the output. If that logic is executed and the package is not found, it will now report a warning and skip the computation. The computation is already skipped when the field does not have min/max values (#3304)
