Add CLAUDE.md and gitignore Claude Code's local settings

CLAUDE.md captures the build/test workflow, the repo's dual identity
as both a project and a Copier template, and the gotchas around the
[[[...]]] envops and dead-shadow .jinja pattern -- the things that
take more than a single file read to discover.
