Configure grafl mutator filters from environment

Parse GRAFL_ALLOWLIST and GRAFL_BLOCKLIST as comma-separated mutator name
lists and pass the resulting sets to AFLTool during initialization.

This matches the libFuzzer integration's allowlist/blocklist handling
while keeping the default behavior unchanged when the variables are unset.
