docs: VM-only mode cleanup (README, comments, test scaffolding)

* README "Bytecode VM (experimental)" section rewritten to describe
  the VM as the only runtime, drop the GORO_VM=1 instructions, list
  current coverage (incl. items added this round), and document the
  ~24 reference-semantics regressions.
* Remove vm_diff_test.go: it ran the same snippet "under both backends"
  but both now go through the VM, so the comparison is a tautology.
* Drop SetEnabled/Enabled scaffolding from integration_test.go — the
  gate no longer toggles anything.
* TestDisabledByDefault → TestEnabledByDefault: validates the VM-by-
  default behaviour.
* Comment updates in compile.go, php-cli/main.go.
