fix: Support Decimal 3

Also updated dependencies and workflows:

- Quality checks were consolidated into a single flag.
- Added sobelow and deps.audit checks.
- Updated the licence document to better clarify the SPDX licence
  identifier.
- Fixed HexDocs presentation of the shields in the README.
- Fixed several ExDoc configuration issues.
