[WDL 1.2] handle retry of commands using `task.attempt` (#861)

Re-evaluate task commands on retry so that instances of `~{task.attempt}` are updated correctly.

Complicated by the old coroutine plugin API, which didn't contemplate processing the command multiple times. For now we fail in the corner case of (i) retrying a command that (ii) uses `task.attempt` AND (ii) was then modified by a plugin.
