Lambda Cleaner uses lower concurrency and has improved logging (#9187)

* Lower concurrency and run inside request context

Defaulting to five concurrent deletes resulted in
the job getting rate-limited. This is meant to be a long
running background job, so no need to push it so fast.

Run inside request context so that getLogger().info logs
pass the Logger's log level instead of going into the ether
via systemLogger's ERROR level.
