docs(spec): add implementation plan for concurrency-capability Feature

Bootstraps spec/plans/ and adds the bite-sized, TDD-oriented
implementation plan for the Approved Feature
`spec/features/concurrency-capability/`.

The plan covers 6 tasks:
1. Define ConcurrencyAware interface (TDD)
2. Add NoConcurrency embeddable helper (TDD)
3. Add ConcurrencyAvailable embeddable helper (TDD)
4. Embed ConcurrencyAware into dal.DB; fix the two in-tree
   implementers (dalgo2fs.database; regenerate MockDB via mockgen)
5. Godoc audit against REQ:godoc
6. Mark Feature Implemented and push

No other in-tree types implement dal.DB (verified via grep);
driver repos (dalgo2sql, dalgo2ingitdb) adopt the interface
separately and are out of scope here.
