Commit Message

Run ICEKit project, not ICEKit library, tests by default

Run the "local" project's unit tests by default when `runtests.sh` is
invoked instead of always running just the ICEKit library tests.

This change will continue to run ICEKit library tests within the main
ICEKit project, which is what we want, and will instead run just the
project tests in downstream projects which is what they will want.
