chore(deps): pin eslint-plugin-react-hooks to ~7.0.1

The pnpm 11 lockfile regen re-resolved eslint-plugin-react-hooks from 7.0.1 to 7.1.1 (the existing ^7.0.1 range allows it). v7.1.0 ships two new opinionated rules — react-hooks/set-state-in-effect and react-hooks/refs — that flag legitimate cleanup-on-prop-change and ref-update-in-render patterns in tooltip, dialog-provider-settings, use-chat-streaming, use-playground-threads, and use-thread-management.
Pin to ~7.0.1 to keep this PR scoped to pnpm packaging. The rule adoption is a separate concern (each call site needs derive-from-props / effect-based ref updates) and will land in a focused follow-up.
