fix(activitypub): handle before cursor for upward infinite scroll navigation

Previously, scrolling upward on the ActivityPub world feed ignored the
cursor parameter because the server only checked "after". This caused
start/stop offsets to be computed purely from page numbers, landing on
incorrect topics and breaking seamless infinite scroll. Now both "after"
(forward) and "before" (backward) cursors are respected to prevent
duplicate or misaligned content loading.
