feat(monitor): expose Nanopub-Monitor-Version header and read it from peers

Emit our own version as a Nanopub-Monitor-Version HTTP header on every
response (via a Wicket IRequestCycleListener), sourced from the WAR
manifest's Implementation-Version (with a "dev" fallback when running
unpacked, e.g. during mvn jetty:run). Configure maven-war-plugin to
populate the manifest entry from the project version. The peer-monitor
scanner branch now reads this header into the existing Version column,
so as peer monitors upgrade their version skew becomes visible.
