chore: upgrade Argo workflows to v4 in e2e tests (#351)

## What
Closes #240.

## Why
We've updated with the go dependenct for Argo workflows but missed the
dependency declared for the dev cluster and e2e tests.

## Testing
`make test-e2e`

## Notes for reviewers
To keep the e2e tests as fast as possible I've reduced the amount of
workflows tested. The oci workflow only runs as a cron workflow now.
