feat(scanner): check registry/query Status headers and trust-state agreement

Add dedicated test branches for Nanopub Registry and Nanopub Query services
that read the new Nanopub-Registry-* / Nanopub-Query-* response headers.
Health is now gated on the reported Status header (via
NanopubServerUtils.isReadyRegistryStatus for registries, "READY" for queries),
not just on HTTP 2xx. Registries also expose their Trust-State-Hash, which the
UI groups into "consensus" (matching the majority across registries) vs
"outlier" — a quick way to spot a registry that has diverged from the network.
