fix(registry): show source and last update in custom registry tooltip

Adds an info tooltip next to the registry refresh button that shows the
registry source path/URL and the upstream `last_updated` timestamp. Lets
users diagnose when the backend is serving cached data — if the timestamp
does not change after clicking refresh, the upstream re-sync did not happen.
