chore(script): add root submodule update helper

- Add `update-submodule.sh` to standardize git submodule sync/update workflows.
- Provide options for shallow update and remote-tracking update.
- Add a robust parameter check and environment guard for missing git prerequisites.
- Update `Cargo.toml` package `exclude` list to omit CI and maintenance scripts from crate publish.
