refactor(ci): restructure GitHub Actions pipeline

* Added golangci-lint to enforce code style on every PR and merge to main.
* Added security-analysis stage for static code security analysis using govulncheck and gosec, reporting findings to the GitHub Security tab via SARIF.
* Added container image security scanning with trivy as part of the release pipeline, reporting findings to the GitHub Security tab via SARIF.
