docs(lof): correct novelty default in docstring (closes #638) (#673)

The class-level docstring claimed `novelty (default=False)` while
`__init__` actually defaults to `novelty=True`. PyOD intentionally flips
sklearn's default because the BaseDetector contract — fit on train then
call predict/decision_function on unseen data — requires sklearn's
novelty mode. Document the rationale and add a regression test that
keeps the signature default and the docstring in sync.
