HDXDSYS-2899 Migrate to uv and update updated_by_script format (#11)

- Switch from hatch/pip to uv as frontend (hatchling+hatch-vcs backend kept)
- Consolidate hatch.toml, pytest.ini, ruff.toml into pyproject.toml
- Remove requirements.txt and requirements-test.txt; add uv.lock
- Add _UPDATED_BY_SCRIPT = "HDX Scraper: DHS" and use it in updated_by_script
- Update Dockerfile to multi-stage uv build with Python 3.13
- Update GitHub Actions workflows to use uv; add run-python-script.yaml
- Update README.md with uv instructions
- Add CLAUDE.md
