Info:spotId + peer.id JSON tag for ClawdWallet keygen

- wltbase/info.go: new `Info:spotId` RPC returns the local Spot TargetId
  ("k.<base64url>"). Hosts pass this into Crypto/WalletSign:newAgent
  (as mobile_spot_id) so the policy module includes the mobile in the
  canonical peers list for the keygen ceremony.
- dart/lib/src/api/info_api.dart: typed Dart wrapper `info.spotId()`.
- wltwallet/join.go: rename joinPeer.SpotId JSON tag from `spot_id`
  to `id` so the wire shape matches tss-lib's MessageWrapper_PartyID
  protobuf JSON tag — wdrone unmarshals peers directly into
  tss.SortedPartyIDs and needs `id` populated for routing.
