wltwallet: add Wallet:initiateKeygen + Wallet:joinSign

ClawdWallet Stage 1 ceremonies. initiateKeygen acts as the keygen
leader — sends walletsign/<sid>/init to each peer with the canonical
InitPayload, then runs the local EdDSA keygen LocalParty. joinSign is
the joiner side (agent leads sign ceremonies). PartyID.Key derived
from the peer-supplied key field, matching wdrone's convention.

Dart wrappers added alongside.
