Migrate to uv and consolidate tool configuration

- Add CLAUDE.md based on hdx-scraper-glide
- Switch from pip/hatch to uv as frontend (hatchling+hatch-vcs backend unchanged)
- Consolidate hatch.toml, ruff.toml, pytest.ini, .coveragerc into pyproject.toml
- Remove requirements.txt/requirements-test.txt in favour of uv.lock
- Update Dockerfile to multi-stage uv build
- Update GitHub Actions workflows to use uv
- Add .dockerignore
- Fix Optional[bool] docstring annotation (defopt eval issue)
- Update test fixtures to reflect current hdx-python-country GHO/HRP data
