* allow momitoring emails to be targeted to specific users (fall back to current config setting if not used)

* cli/monitor: rename consultant client filter

Context:
- The monitoring last-seen command gained a consultant-client account filter.
- The CLI option should use the shorter --consultancy name.

Change:
- Rename the Click option and callback parameter to consultancy.
- Update monitoring docs, changelog, and help assertion.

* cli/monitor: consolidate alert recipients

Context:
- Monitoring alert recipients should be provided through a single CLI option.
- The recipient option accepts either a FlexMeasures user ID or an email address.

Change:
- Replace the separate user and email recipient options with --recipient.
- Validate user IDs through UserIdField and email addresses through Marshmallow.
- Update monitoring docs and tests.
