ci: Exclude iacr.org from link checking

Due to heavily restricted automated access to the eprint archive and the
cryptoDB, forgo checking whether the pointed-to pages are still
available.

While it is sad to diminish the effectiveness of the automated link
checker, I do understand their reasons for limiting automated access.

This commit has been made before, then became superfluous and had been
reverted, but, due to the changing nature of the setup at iacr.org, is
now necessary once more.
