wire rooms lib into gateway and implement full handler stack

- PrimaryRoomServer: correct commIds from log (CTRL=0, LOBBY=2, MCCHAT=191,
  MCC01-20=221-240), init in constructor, add rooms getter
- Implement handler stack: receiveRoomData, registry, handleOpenCommChannel,
  handleTrackingPing, handleEncryptedCommand + 7 inner handlers,
  handleSendRiffList/MiniRiffList (fully dynamic from room server)
- Fix imports: RawMessage/LegacyMessage from rusty-motors-shared not binary
- Replace MessageHandlerRegistry with simple inline registry to match
  single-arg handler signatures
- Wire receiveRoomData into DefaultServiceConfiguration for ports 9000-9020,
  remove those ports from lobby
