cruft: update

Regenerate from the latest Wiswa templates.

- Switch `.wiswa.jsonnet` from the removed `social+.custom_badges`
  strings to the new `custom_project_badges` dicts with `anchor` and
  `href` fields.
- Exclude `vcpkg*.json` from the `end-of-file-fixer` pre-commit hook
  and from Prettier so vcpkg's regenerated files no longer fight the
  formatters.
- Extend `.prettierignore` with `*.3`, `*.7`, and `*.desktop`.
- Refresh `.vscode/dictionary.txt`: drop unused `autosort` and
  `dcmake`, add `cmocka's`.
- Bump `CITATION.cff` release date to 2026-05-11 and update the
  Wiswa metadata in `package.json`.
- Regenerate `vcpkg.json`, `vcpkg-configuration.json`, and
  `yarn.lock`.
