refactor(webui): extract .disclosure utility to ui-kit (#387)

PoolEditForm.svelte and Diagnostics.svelte both had near-identical
details/summary marker styling. Move the canonical marker rotation +
no-default-marker rules into ui-kit/styles/utilities.css; consumers
opt in with class="disclosure" and layer their own typography on top.

- ui-kit: new details.disclosure utility + .sum-meta + primitive index
- PoolEditForm: drop duplicated marker styles; keep accent-bold summary
- Diagnostics: drop duplicated marker block; only .disclosure-body remains
