chore: prepare for v0.401 release

Release-prep changes for v0.401 (PAUSE indexation restoration --
see PR #119 for the full regression chain explanation):

  * CHANGELOG.md: regenerated via `git cliff --tag v0.401`. Manually
    trimmed a stray "### Other" entry that cliff emitted for the
    v0.400 release commit (3cf5dc6) -- that commit lives on devel
    but the v0.400 tag is on main, so cliff sees 3cf5dc6 as
    "untagged" and pre-v0.401. The trimmed entry is the prior
    release's record, not part of v0.401.

  * CITATION.cff: bump version "0.400" -> "0.401" and
    date-released "2026-05-09" -> "2026-05-11".

No code or POD changes -- $VERSION was already at 0.401 on devel
from PR #119, and `pod2markdown lib/GDPR/IAB/TCFv2.pm > README.md`
produces no diff (POD literals unchanged).
