Refactor Proposer trait to use constructor pattern and bump version to 0.2.1

Replace mutable initialize(&mut self, data) with associated constructor new(data) -> Self; update rats example, importance sampling tests, codegen, and docs accordingly. Bump ferric and ferric-macros to 0.2.1.
