Remove Passt operand now that Passt is core Network plugin in KubeVirt (#4229)

* Remove passt dependency from go modules and vendor

Drop the NAD client dependency metadata now that passt-related code paths
are removed from the operator.

Keep go module definitions and vendored content consistent to avoid
reintroducing stale passt dependencies in future builds.

* Remove passt operand and related wiring

Drop the passt handler implementation and remove it from the operator's
runtime and tests so the passt operand is no longer reconciled.

This keeps the code paths aligned with the current supported operands
before regenerating downstream manifests and artifacts.

* Regenerate manifests and docs without passt artifacts

Update generated patch JSONs, deploy manifests, and API docs to remove
passthrough references from published operator artifacts.

This also adjusts manifest-generation tooling and scripts so future runs
keep producing passt-free outputs.

Reintroduce the PasstBinding feature-gate wiring behind the passt annotation
without restoring passt binding operand behavior. This restores the original FG
coverage in KubeVirt handler tests while keeping the scope FG-only.
