refactor(settings): extract state machine + helpers; add tests (#378)

* refactor(webui): extract settings page state machine

- extract settingsHelpers.ts: formFromSettings() to parse Settings API response
- extract settingsState.svelte.ts: createSettingsState() with all reactive state,
  loadSettings(), saveDisplay(), saveOtaSkip(), onDisplayChange(), onOtaChange()
- convert Settings.svelte to runes mode: $: -> $derived, all mutated lets -> $state
- component delegates to ss = createSettingsState(); thin shell with no logic

- settingsHelpers.test.ts: 9 specs covering formFromSettings() — all branches,
  truthy coercion, undefined fields, field exclusion
- settingsState.test.ts: 38 specs covering initial state, loadSettings happy/error,
  saveDisplay happy/error with revert logic, saveOtaSkip happy/error, event handlers
- Settings.test.ts: rewritten with vi.hoisted() state mock; 24 specs covering
  loading/error banners, general section toggles + status messages, ASIC/fan
  conditional sections, chip count rendering, loadSettings call on mount
