Commit Message

ci: use reusable pio-test workflow from dangernoodle-github (#12)

Replaces the inline test job with the shared pio-test.yml reusable
workflow (cppcheck-apt-install: true). Adds pip cache to the build
job to mirror the shared workflow's caching.
