fix(azure-handler): use axum 0.7+ wildcard route syntax (#871)

The custom handler panicked on startup because \/*path\ is not valid
in axum 0.7+. The new syntax is \/{*path}\.

This caused the Functions host to repeatedly restart the worker process,
preventing queue messages from being processed.
