ci: add Coveralls coverage reporting and badges

- Replace Codecov with Coveralls (coverallsapp/github-action@v2)
- Add coveralls to dev dependencies in CI install step
- Add --cov-report=lcov flag to pytest for lcov format upload
- Add Coveralls, PyPI downloads, PyPI version and Snyk badges to README.md
- Add Coveralls, PyPI downloads, PyPI version and Snyk badges to README.pt-BR.md
- Add star history chart at the bottom of both READMEs
