* feat: add AI draft push option to CONTENTdm export credentials form

Adds UI for collection owners to choose between exporting only human-edited
transcripts or falling back to AI drafts when no human transcript exists.
Includes options for AI provenance metadata and a warning prefix. Populates
the full-text search and metadata field dropdowns from the CONTENTdm REST API.

* feat: store CDM export settings in child table and use them during sync

Adds cdm_export_settings child table (has_one on Collection) to persist
transcript source preference, FTS field, AI provenance field, and warning
options without polluting the collections table. The rake task now skips
the 99%-complete gate when AI drafts are enabled. ContentdmTranslator
selects human or AI transcript per page, appends provenance metadata and
the AI warning prefix as configured.

Tests cover transcript_for_page selecting human vs AI draft, the warning
prefix, and the rake task's work completion gate being bypassed when
human_and_ai mode is active.
